Abstract

This research aimed to analyze the relationship between economic planning and economic development in Iraq during the period 2018-2024, in light of the structural challenges faced by the Iraqi economy represented by the over-reliance on the oil sector, which accounts for about 55% of GDP and 93% of the general budget revenues. The research was based on a descriptive-analytical approach, and data were collected from reliable official sources including the World Bank, the International Monetary Fund, the Iraqi Ministry of Planning, and the United Nations Development Programme. Statistical analysis methods of the Pearson correlation coefficient and the simple linear regression model were used to test four main hypotheses. The results showed that there is a statistically significant negative relationship between government expenditure as a percentage of GDP and the rate of economic growth, indicating the dominance of operational expenditure over productive investment expenditure. The results also revealed that there was no statistically significant relationship between the percentage of dependence on oil and the growth of the non-oil sector, the percentage of investment and the unemployment rate, the per capita output and the human development index. This reflects deep structural distortions in the Iraqi economy and the weak effectiveness of development planning mechanisms. The research recommended restructuring government spending, diversifying the economic base, improving the business environment, investing in human capital, and promoting good governance.
